In a rapidly changing technological landscape, PSM TECHNOLOGIE is establishing itself as a strategic player in digital engineering in West Africa. The company develops solutions that are inclusive, secure and adapted to the realities on the ground.

Regional presence and influence

PSM TECHNOLOGIE is present in several West African capitals: Bamako, Conakry, Bissau, Dakar, Accra, Lomé and Banjul. This multi-site presence guarantees close operational proximity to our partners and teams in the field. It also facilitates fluid linguistic adaptation in French, English and Portuguese. As a result, each project benefits from exemplary responsiveness and consistent communication.

Expertise and areas of intervention

The company is distinguished by several areas of excellence. First of all, it designs customized IT and multimedia engineering solutions. Secondly, it develops secure payment systems that comply with regulatory standards and are integrated into mobile applications. At the same time, it automates business processes such as CRM, cash-in, monitoring and banking management. It also produces harmonized trilingual corporate materials (HTML, PDF, video, print). Finally, it organizes technical and language training courses open to all.

A methodical, duplicable approach

PSM TECHNOLOGIE adopts a rigorous approach. Each solution is based on exhaustive documentation, technical modularity and adaptability to field constraints. As a result, deliverables are immediately deployable, multilingual and true to the Group’s corporate identity.

Partnerships and a pan-African vision

The company collaborates with academic institutions, telecom operators and financial regulators. With this in mind, it is aiming to obtain the BCEAO license for payment transactions. At the same time, it is strengthening its regional visibility via Synerginfo, its trilingual media.

Committed communication

PSM TECHNOLOGIE doesn’t just deliver tools. On the contrary, it structures messages that are clear, engaging and adapted to local realities. That’s why each guide, official response or visual reinforces the institutional coherence and autonomy of our field teams.

PSM TECHNOLOGIE embodies an ambitious, structured and inclusive digital Africa. Its model is based on technical rigor, regional adaptation and the development of local talent. By combining engineering, communication and empowerment, it charts a sustainable path to pan-African excellence. Our expertise in digital engineering in West Africa is based on inclusive, secure and immediately deployable solutions.

Debt levels still under control according to the authorities

According to official figures, Gabon’s debt-to-GDP ratio reached 54% at the end of 2024, still below the 70% threshold set by the Central African Economic and Monetary Community (CEMAC). Despite concerns about the evolution of this debt, the Gabonese authorities do not see its reduction as an immediate priority.

“Relaunching growth first and foremost

In an interview with TV5 Monde, Henri-Claude Oyima, Gabon’s Minister of the Economy, Finance, Debt and Participations, stated unequivocally:

“Reducing public debt is not an objective. The objective for us today is to ensure that everything the President of the Republic has promised the Gabonese people comes to fruition.”

The priority is to revive the economy and accelerate development, in order to meet the commitments made by the authorities to the population.

A progressive debt management strategy

Despite this stance, Gabon is not abandoning debt management. Its 2025-2027 strategy calls for a gradual reduction in external borrowing, in favor of regional financing and long-term loans. The aim is to reduce the debt ratio from 55.7% in 2024 to 39.1% in 2027.

The aim of this approach is to keep debt servicing costs under control, while retaining the leeway to finance national priorities.

Economic recovery and national sovereignty are top priorities

To stimulate growth, the government is focusing on targeted policies in key sectors. Energy, economic, budgetary and food sovereignty are now at the heart of Minister Oyima’s development program.

To combat inflation, estimated at 1.5%, purchasing centers will be set up to regulate margins on imported products and prevent commercial abuse. At the same time, the development of the agricultural sector is being actively encouraged to reduce imports and strengthen food self-sufficiency.

A costly structural food deficit

According to the Ministry of Agriculture, food imports cost nearly 550 billion FCFA (around 947 million USD) a year. This dependence weighs heavily on public finances and weakens the country’s economic resilience, making it all the more urgent to boost local production.

Conclusion

Henri-Claude Oyima’s position marks a strategic shift in Gabon’s economic management. Rather than aiming for rapid debt reduction, the authorities prefer to focus their efforts on growth, national sovereignty and sustainable wealth creation. An audacious gamble, in a fragile economic context, but a potentially profitable one if the reforms announced are carried out rigorously and effectively.

Unequal access to financing for women entrepreneurs

In West Africa, women-led businesses receive on average less than 3% of SME financing, according to the African Development Bank (AfDB). This financial imbalance hinders the development of women’s entrepreneurship, which is recognized for its resilience and economic potential.

Ambitious fund-raising backed by Aruwa Capital

Against this backdrop, Aruwa Capital Management, a Nigeria-based investment company, announced on May 25 that it had raised $35 million as part of its second investment vehicle. The initiative aims to support women-led SMEs and bridge a persistent gap in access to capital.

A gender-focused investment strategy

The fundraising is part of an impact investment approach, focused on the economic inclusion of women. “Through gender-focused investing, we don’t just support businesses, we support the builders of the future,” the company posted on its X account (formerly Twitter), affirming its vision of an Africa rich in opportunity and bold ideas.

An under-exploited women’s ecosystem

According to the AfDB, one in four women in sub-Saharan Africa is a business founder or manager. However, the financing gap, estimated at $42 billion, is holding back the growth of this entrepreneurial fabric. Aruwa Capital intends to reverse this trend by mobilizing leading institutional investors.

Target: $40 million and customized support

The success of this operation will depend on Aruwa’s ability to reach the final target of $40 million. But beyond financing, the company is counting on personalized strategic guidance, rigorous performance monitoring and targeted operational support to guarantee the sustainability and growth of the companies it supports.

Conclusion

Aruwa Capital Management has established itself as a player committed to promoting female entrepreneurship in West Africa. By placing women at the heart of its investment strategy, the company is helping to rebalance access to capital and foster inclusive growth, an essential condition for the continent’s sustainable economic development.and above all, inclusive implementation that takes account of local realities. In a region where every drop of water counts, local irrigation could well become the key to sustainable agricultural development.

Irrigation, a strategic lever against drought

In a Sahelian context marked by climatic variability and recurrent droughts, the Malian government is placing irrigation at the heart of its agricultural strategy. On May 21, 2025, the Council of Ministers announced the necessary mobilization of a budget of 573.4 million dollars (333.3 billion FCFA) to finance the second phase of the National Proximity Irrigation Program (PNIP), scheduled for the period 2025-2034.

This program aims to strengthen the country’s agricultural autonomy while securing food production through better management of water resources. Funding will come from the Malian government, the private agricultural sector, beneficiary communities and international technical and financial partners.

A continuous but unfinished program

Launched in 2012, the initial objective of the PNIP was to develop 126,000 irrigable hectares. To date, however, only 66,031 hectares have been developed, representing just 52.4% of the target. This second phase therefore aims to accelerate the pace and complete the outstanding achievements, with a renewed political will to strengthen the resilience of the agricultural sector.

Planned actions include :

Development of lowlands and village market gardens,

Controlled flooding along major rivers,

The installation of small dams andwater retention structures in wadis, oases, lakes and ponds,

The introduction of flood recession cropping systems, particularly in lake areas.

These actions are part of a local approach, closely linked to the needs of rural populations.

Under-exploited potential nationwide

Mali has 2.2 million hectares of irrigable land, 1.8 million of which are concentrated in the Niger River valley. However, according to FAO data, only 380,000 hectares were equipped for irrigation in 2022, revealing a major development backlog.

This program is also a direct response to the commitments made by Mali at the Dakar+10 Forum, which called on African countries to step up their efforts to guarantee food security and cope with increasing climatic hazards.

Conclusion

With the announcement of this new phase of the PNIP, Mali is reaffirming its determination to modernize its agriculture through irrigation, a crucial lever for strengthening food sovereignty, the self-sufficiency of small-scale producers and climate resilience. However, the success of this ambition depends on the effective mobilization of funding, rigorous governance and, above all, inclusive implementation that takes account of local realities. In a region where every drop of water counts, local irrigation could well become the key to sustainable agricultural development.

A concrete response to the urban housing crisis

Faced with a shortfall of over 836,000 housing units, particularly in urban areas, Côte d’Ivoire is taking a new step in its social housing policy. On May 21, 2025, the government ratified a USD 69 million loan agreement with the West African Development Bank (BOAD) to finance the construction of 5,500 social housing units in several of the country’s communes.

The project is part of the national housing plan, which aims to build 150,000 homes nationwide to meet growing demand while reducing urban deprivation.

A massive employment driver for the construction industry

Over and above the fight against informal housing, this program also represents a major economic opportunity. By mobilizing local SMEs, it is expected to generate between 750,000 and 1.5 million direct and indirect jobs in the building and public works sector, according to Bruno Nabagné Koné, Minister of Urban Planning. This expected dynamism in the building trades could provide a major boost to the Ivorian economy, particularly for young people and low-skilled workers.

This model is reminiscent of the Ouèdo project in Benin, where over 3,500 people a day were employed on a similar site, illustrating the potential of large-scale housing projects forprofessional integration and inclusive growth.

A structuring program for the long term

The BOAD program complements existing initiatives to provide affordable housing for low-income populations. Government spokesman Amadou Coulibaly emphasized that this approach aims to improve access to housing for vulnerable households, in response to rapid urbanization that far exceeds the current capacity of the formal housing supply.

The project also relies on a strengthened public-private partnership, local mobilization of skills, and the establishment of quality standards, all of which are essential to guarantee the program’s sustainability and inclusiveness.

Conclusion

With the support of the BOAD, Côte d’Ivoire is affirming its determination to make social housing a pillar of social and economic development. By combining infrastructure, employment and social inclusion, this program could not only reduce the housing deficit, but also transform the urban landscape and sustainably improve the living conditions of modest populations. However, its success will depend on rigorous management, adherence to deadlines and precise targeting of beneficiaries, all of which are essential if it is to become a model that can be replicated on a regional scale.

Jean-Eudes Kacou, a visionary farmer

In a country dominated by the cultivation of cocoa and cashew nuts, Jean-Eudes Kacou has chosen a singular path: that of pepper. A producer in Tiassalé, he embodies a new generation of Ivorian farmers who are banking on rare, organic crops. Inspired by his late father’s passion and supported by his family, Jean-Eudes launched the Kapecé brand, in tribute to his father, Kacou Pierre-Clavere.

Organic, family-run production

Kapecé is more than a brand: it’s a human and eco-responsible adventure. Rejecting the use of chemicals for over eleven years, Jean-Eudes focuses on farming that respects the environment and the health of his workers. “We produce less, but better”, he asserts. It’s a philosophy that favors quality over quantity, with a strong commitment to its employees, who are considered to be full-fledged members of the family.

A product that appeals to Abidjan’s chefs and restaurants

Tiassalé pepper has not gone unnoticed in the kitchens of the economic capital. Bruno Oustric, chef of the Tiama hotel restaurant in Abidjan, is a fervent ambassador. He praises the diversity and aromatic intensity of the product: black, white, red or fresh pepper… a palette of flavors that advantageously replaces the often expensive imported products.

Towards a PGI for Tiassalé pepper

Jean-Eudes’ ambition doesn’t stop there. Like Cameroon’s Penja pepper, which benefits from a Protected Geographical Indication (PGI), he dreams of official recognition for Tiassalé. The aim is twofold: to guarantee the quality of the product and to ensure a sustainable income for producers. For CIRAD specialist Delphine Marie-Vivien, the PGI represents a powerful tool for collective promotion: “It is a recognition of the specificity of a product and a strong economic lever”.

Tiassalé, Côte d’Ivoire’s future pepper hub?

Jean-Eudes sees further ahead: structuring the industry, training other growers, expanding the area under cultivation. He repeats: “One swallow doesn’t make a spring”. His objective is clear: to make Tiassalé an emblematic pepper-growing area in Côte d’Ivoire, with its own identity recognized at regional and international level.

Conclusion

Tiassalé pepper, through the story of Jean-Eudes Kacou and the Kapecé brand, illustrates the innovative capacity of Ivorian agriculture. By combining family know-how, respect for the environment and an ambition for quality, this nascent sector embodies the future of a terroir that wants to assert itself. Obtaining a PGI would be a logical crowning achievement for this exceptional product, and a tremendous springboard for the local economy.

A strategic administrative center in Addis Ababa

American aircraft manufacturer Boeing has officially opened a new office in Addis Ababa , Ethiopia. This center will serve as a key administrative hub for its operations across the African continent , covering not only aircraft sales, but also technical support, component manufacturing, and training.

Targeted expansion in a market with high potential

With nearly 500 Boeing aircraft in service in Africa , the continent represents a significant portion of the manufacturer’s business. Henok Teferra Shawl, Managing Director of Boeing Africa, describes Africa as “one of the most promising markets for economic and commercial growth.”

A strengthened partnership with Ethiopian Airlines

A strategic geographical choice

The decision to locate this office in Addis Ababa is not insignificant. Ethiopia is home to Boeing’s main maintenance and training facilities, notably thanks to Ethiopian Airlines , its largest customer on the continent. The company operates nearly 100 Boeing aircraft and has placed several major orders, including 20 B777-9s in 2024, 11 B787 Dreamliners and 20 B737 MAX in 2023, with options for 36 additional aircraft .

A regional training and maintenance center

The Ethiopian capital also hosts a training academy for pilots, technicians and flight crew, which benefits the entire region, in addition to a leading MRO (Maintenance, Repair and Overhaul) center.

Considerable prospects for aeronautical growth

A market set to grow strongly

Boeing estimates that African airlines will need more than 1,200 new aircraft by 2045 to meet traffic growth. This will create an estimated demand for 69,000 specialized personnel : 21,000 pilots, 22,000 technicians, and 26,000 crew members.

A cross-cutting economic impact

The overall impact on related sectors—supply chain, maintenance, training—is estimated at around USD 105 billion in the long term.

Conclusion

The opening of Boeing’s Addis Ababa office marks a strategic step in strengthening its presence in Africa. This administrative center is part of a strategy of proximity to its customers, technical support and development of the regional aeronautics ecosystem . By focusing on Ethiopia, Boeing is consolidating its partnerships while anticipating the growing needs of the African aviation sector, which is set to become a major lever for growth and economic innovation on the continent.

An official visit marked by strategic agreements

On the occasion of Emmanuel Macron’s first official visit to Antananarivo, the French president and his Madagascan counterpart Andry Rajoelina announced on April 23, 2025 a series of new economic agreements designed to strengthen bilateral cooperation. These commitments mainly concern energy, infrastructure and connectivity.

Energy: Volobe at the heart of the partnership

Among the flagship projects is the construction of the Volobe hydroelectric dam in the east of the country, to be financed by the French Development Agency (AFD) and a loan from the French Treasury. This project is crucial to improving access to electricity in Madagascar.

A strategic partnership between EDF and Madagascar’s Compagnie Générale d’Hydroélectricité (CGHV) is also planned, consolidating ties in the energy sector.

Infrastructure and rail transport: a long-awaited modernization

France is also committed to supporting the modernization of Madagascar’s rail network, by providing technical and financial support for the renovation of existing lines. The aim is to improve the country’s internal connectivity.

Diplomatic stakes remain high

In addition to economic issues, the two heads of state discussed the sensitive issue of the Éparses islands, an unresolved territorial dispute. However, no agreement was publicly announced.

A global and sustainable partnership

Franco-Malagasy relations are based on historic, multi-sector cooperation (political, economic, cultural, military). In 2024, trade between the two countries reached $1.2 billion, according to the International Trade Centre.

Last March, France had already granted Madagascar 5 million euros in budgetary aid to support macroeconomic stability, health systems, locust control and food security.

Conclusion

These new agreements illustrate a shared determination to consolidate a strategic partnership and promote sustainable development in Madagascar. France’s growing involvement in structuring projects bears witness to a renewed commitment to regional growth and stability.

A rebound driven by animal reserves and international events

In 2024, Rwanda welcomed 1.36 million visitors, driven by two main drivers: a 27% increase in visits to wildlife reserves, particularly for gorilla watching, and the organization of 115 international events (conferences, trade fairs, exhibitions), which brought together more than 52,000 participants, according to the Rwanda Development Board.

Solid economic benefits

Revenues generated by tourism reached 647 million USD in 2024, including 84.8 million USD from international events. Although this figure remains below the record of 1.6 million tourists in 2019, it marks a strong post-pandemic recovery.

Ambitious targets for 2025

For the year 2025, Rwanda is aiming for 700 million USD in tourism revenues, with a particular focus on key events such as the 20th edition of Kwita Izina, the gorilla naming ceremony, and the UCI World Road Cycling Championships.

A diversification strategy for 2030

As part of its strategic vision for 2030, the government is aiming to diversify its tourism offering to include business tourism, safaris, birdwatching and hiking. The aim is to achieve over one billion USD in tourism revenues by 2028-2029.

Conclusion

Rwanda confirms its position as one of Africa’s up-and-coming tourist destinations, combining nature, major events and strategic diversification. This dynamic should enable the sector to exceed pre-crisis levels and play a key role in the country’s economic growth.

A strategic response to the national energy crisis

Faced with chronic deficiencies in the power grid, the Nigerian government intends to accelerate the modernization of its energy infrastructure. The country plans toadd 4,000 megawatts (MW) to its installed electrical capacity by the end of next year, announced Adebayo Adelabu, Minister of Energy, in a media address on April 21.

A strategy based on fast-track contracts and international partnerships

To achieve this goal, the government is counting on therapid award of engineering, procurement and construction (EPC) contracts, targeting technically and financially sound operators. The first phase of the plan calls for the addition of 2,000 MW this year, before expanding to a further 4,000 MW.

This project is part of the relaunch of the Presidential Power Initiative (PPI), an ambitious program launched in partnership with Germany and Siemens. Initially launched in 2018, the PPI aims to gradually increase the country’s operational capacity from 7,000 MW to 11,000 MW, and eventually 25,000 MW, although it has experienced several delays since its implementation.

Reduce diesel dependency and boost growth

By increasing the capacity of the power grid, Nigeria hopes to meet the growing demand of its economy, while reducing companies’ costly and polluting dependence on diesel generators. The initiative should also improve supply reliability for industrial zones, academic institutions, utilities and businesses, a key lever for boosting economic activity.
