Madagascar and France strengthen their economic cooperation
An official visit marked by strategic agreements
On the occasion of Emmanuel Macron’s first official visit to Antananarivo, the French president and his Madagascan counterpart Andry Rajoelina announced on April 23, 2025 a series of new economic agreements designed to strengthen bilateral cooperation. These commitments mainly concern energy, infrastructure and connectivity.
Energy: Volobe at the heart of the partnership
Among the flagship projects is the construction of the Volobe hydroelectric dam in the east of the country, to be financed by the French Development Agency (AFD) and a loan from the French Treasury. This project is crucial to improving access to electricity in Madagascar.
A strategic partnership between EDF and Madagascar’s Compagnie Générale d’Hydroélectricité (CGHV) is also planned, consolidating ties in the energy sector.
Infrastructure and rail transport: a long-awaited modernization
France is also committed to supporting the modernization of Madagascar’s rail network, by providing technical and financial support for the renovation of existing lines. The aim is to improve the country’s internal connectivity.
Diplomatic stakes remain high
In addition to economic issues, the two heads of state discussed the sensitive issue of the Éparses islands, an unresolved territorial dispute. However, no agreement was publicly announced.
A global and sustainable partnership
Franco-Malagasy relations are based on historic, multi-sector cooperation (political, economic, cultural, military). In 2024, trade between the two countries reached $1.2 billion, according to the International Trade Centre.
Last March, France had already granted Madagascar 5 million euros in budgetary aid to support macroeconomic stability, health systems, locust control and food security.

These new agreements illustrate a shared determination to consolidate a strategic partnership and promote sustainable development in Madagascar. France’s growing involvement in structuring projects bears witness to a renewed commitment to regional growth and stability.
