In a rapidly changing technological landscape, PSM TECHNOLOGIE is establishing itself as a strategic player in digital engineering in West Africa. The company develops solutions that are inclusive, secure and adapted to the realities on the ground.

Regional presence and influence

PSM TECHNOLOGIE is present in several West African capitals: Bamako, Conakry, Bissau, Dakar, Accra, Lomé and Banjul. This multi-site presence guarantees close operational proximity to our partners and teams in the field. It also facilitates fluid linguistic adaptation in French, English and Portuguese. As a result, each project benefits from exemplary responsiveness and consistent communication.

Expertise and areas of intervention

The company is distinguished by several areas of excellence. First of all, it designs customized IT and multimedia engineering solutions. Secondly, it develops secure payment systems that comply with regulatory standards and are integrated into mobile applications. At the same time, it automates business processes such as CRM, cash-in, monitoring and banking management. It also produces harmonized trilingual corporate materials (HTML, PDF, video, print). Finally, it organizes technical and language training courses open to all.

A methodical, duplicable approach

PSM TECHNOLOGIE adopts a rigorous approach. Each solution is based on exhaustive documentation, technical modularity and adaptability to field constraints. As a result, deliverables are immediately deployable, multilingual and true to the Group’s corporate identity.

Partnerships and a pan-African vision

The company collaborates with academic institutions, telecom operators and financial regulators. With this in mind, it is aiming to obtain the BCEAO license for payment transactions. At the same time, it is strengthening its regional visibility via Synerginfo, its trilingual media.

Committed communication

PSM TECHNOLOGIE doesn’t just deliver tools. On the contrary, it structures messages that are clear, engaging and adapted to local realities. That’s why each guide, official response or visual reinforces the institutional coherence and autonomy of our field teams.

PSM TECHNOLOGIE embodies an ambitious, structured and inclusive digital Africa. Its model is based on technical rigor, regional adaptation and the development of local talent. By combining engineering, communication and empowerment, it charts a sustainable path to pan-African excellence. Our expertise in digital engineering in West Africa is based on inclusive, secure and immediately deployable solutions.

An exciting month for Afro-descendant arts

In June 2025, cultural scenes in France, Africa, Europe and as far away as Chicago will be ablaze with creations, tributes and debates around African and Afro-diasporic cultures.
Juin 2025 is set to become a key event on the Afro-descendant cultural scene, a time for celebration, reflection and transmission. From Paris to Dakar, from Yaoundé to Amsterdam, artists take hold of their heritage, reinvent it and share it.
A collective forum to denounce global inaction

On June 4, 2025, 75 Nobel laureates signed a tribune published in the newspaper Le Monde, calling for international mobilization in the face of continuing suffering in the eastern Democratic Republic of Congo. The initiative is spearheaded by Dr. Denis Mukwege, winner of the 2018 Nobel Peace Prize, recognized for his fight on behalf of women victims of sexual violence used as weapons of war.

A tragedy ignored for three decades

The signatories – from fields as diverse as peace, medicine, literature and chemistry – denounce the persistent global silence in the face of a major humanitarian crisis. They point out that for over 30 years, the eastern DRC has been the scene of recurrent armed conflict, massive human rights violations and a systemic impunity that maintains the spiral of violence.

“A forgotten and neglected tragedy that must be placed at the top of the international agenda,” they write.

An alarming humanitarian situation

According to the UN, nearly 7 million people are currently displaced by insecurity in the country. Civilians are paying a heavy price, exposed to violence, looting, instability and lack of protection.

International peace conference called for

The 75 Nobel laureates are calling for an urgent international peace conference to mobilize the international community and bring the Congolese conflict out of its geopolitical invisibilization.

They also denounce the continued presence of the Rwandan army in eastern DRC, which they describe as“illegal aggression”, despite a UN resolution passed last February expressly calling on Rwanda to cease its support for the M23 armed group.

Denouncing double standards

In their appeal, the signatories highlight the international community’s inequitable treatment of conflicts. They point to a “double standard”, comparing inaction in the DRC with reactivity in the Ukraine-Russia conflict.

Conclusion

With this collective appeal, 75 Nobel Prize winners are calling for global awareness of the human tragedy that continues to unfold in the east of the DRC, in the midst of general indifference. By calling for a high-level international conference, they hope to break the wall of silence and put peace in the Congo back at the heart of diplomatic priorities. A strong signal that inaction is also a form of complicity.

End of Accra’s recognition of the SADR

Ghana has officially changed its position on the Western Sahara issue. On Thursday June 5, 2025, in Rabat, the head of Ghanaian diplomacy, Samuel Okudzeto Ablakwa, announced that his country no longer recognizes the Sahrawi Arab Democratic Republic (SADR), which has been supported since 1979, and now supports the Moroccan autonomy plan as a solution to the conflict.

According to the joint statement, Ghana regards the Moroccan initiative as “the only realistic and sustainable basis” for a peaceful settlement.

A diplomatic evolution prepared several months ago

This turnaround had already begun on January 6, 2025, on the eve of the inauguration of President John Dramani Mahama, when the Ghanaian Ministry of Foreign Affairs announced the suspension of diplomatic relations with the SADR.

This repositioning reflects a desire for closer diplomatic alignment with Morocco, and marks a strategic step in the redefinition of Accra’s alliances on the African stage.

Relaunch of Moroccan-Ghanaian bilateral cooperation

The meeting between Samuel Okudzeto Ablakwa and Nasser Bourita, his Moroccan counterpart, also served to revitalize bilateral relations between the two countries. A memorandum of understanding was signed to strengthen diplomatic coordination and facilitate the mobility of citizens, with the future aim of a visa exemption agreement.

Greater cooperation in agriculture and food safety

Ghana now intends to rely on Moroccan fertilizers to improve production of cocoa, its main export, and reduce its food dependency. This partnership is part of a regional food security strategy, in response to vulnerabilities accentuated by climatic and geopolitical crises.

Ghana has also expressed its support for the Atlantic port access project for landlocked Sahel countries, an initiative launched by King Mohammed VI in late 2023.

Conclusion

With this diplomatic U-turn, Ghana now aligns itself with the Moroccan position, recognizing the autonomy plan as the only viable solution to the Western Sahara conflict. This choice reflects a strategic redefinition of Accra’s diplomatic and economic priorities, as the country aims to strengthen its ties with Morocco, both politically and in key areas such as agriculture, regional mobility and food security, provided that the reforms announced are carried out rigorously and effectively.

Debt levels still under control according to the authorities

According to official figures, Gabon’s debt-to-GDP ratio reached 54% at the end of 2024, still below the 70% threshold set by the Central African Economic and Monetary Community (CEMAC). Despite concerns about the evolution of this debt, the Gabonese authorities do not see its reduction as an immediate priority.

“Relaunching growth first and foremost

In an interview with TV5 Monde, Henri-Claude Oyima, Gabon’s Minister of the Economy, Finance, Debt and Participations, stated unequivocally:

“Reducing public debt is not an objective. The objective for us today is to ensure that everything the President of the Republic has promised the Gabonese people comes to fruition.”

The priority is to revive the economy and accelerate development, in order to meet the commitments made by the authorities to the population.

A progressive debt management strategy

Despite this stance, Gabon is not abandoning debt management. Its 2025-2027 strategy calls for a gradual reduction in external borrowing, in favor of regional financing and long-term loans. The aim is to reduce the debt ratio from 55.7% in 2024 to 39.1% in 2027.

The aim of this approach is to keep debt servicing costs under control, while retaining the leeway to finance national priorities.

Economic recovery and national sovereignty are top priorities

To stimulate growth, the government is focusing on targeted policies in key sectors. Energy, economic, budgetary and food sovereignty are now at the heart of Minister Oyima’s development program.

To combat inflation, estimated at 1.5%, purchasing centers will be set up to regulate margins on imported products and prevent commercial abuse. At the same time, the development of the agricultural sector is being actively encouraged to reduce imports and strengthen food self-sufficiency.

A costly structural food deficit

According to the Ministry of Agriculture, food imports cost nearly 550 billion FCFA (around 947 million USD) a year. This dependence weighs heavily on public finances and weakens the country’s economic resilience, making it all the more urgent to boost local production.

Conclusion

Henri-Claude Oyima’s position marks a strategic shift in Gabon’s economic management. Rather than aiming for rapid debt reduction, the authorities prefer to focus their efforts on growth, national sovereignty and sustainable wealth creation. An audacious gamble, in a fragile economic context, but a potentially profitable one if the reforms announced are carried out rigorously and effectively.

Unequal access to financing for women entrepreneurs

In West Africa, women-led businesses receive on average less than 3% of SME financing, according to the African Development Bank (AfDB). This financial imbalance hinders the development of women’s entrepreneurship, which is recognized for its resilience and economic potential.

Ambitious fund-raising backed by Aruwa Capital

Against this backdrop, Aruwa Capital Management, a Nigeria-based investment company, announced on May 25 that it had raised $35 million as part of its second investment vehicle. The initiative aims to support women-led SMEs and bridge a persistent gap in access to capital.

A gender-focused investment strategy

The fundraising is part of an impact investment approach, focused on the economic inclusion of women. “Through gender-focused investing, we don’t just support businesses, we support the builders of the future,” the company posted on its X account (formerly Twitter), affirming its vision of an Africa rich in opportunity and bold ideas.

An under-exploited women’s ecosystem

According to the AfDB, one in four women in sub-Saharan Africa is a business founder or manager. However, the financing gap, estimated at $42 billion, is holding back the growth of this entrepreneurial fabric. Aruwa Capital intends to reverse this trend by mobilizing leading institutional investors.

Target: $40 million and customized support

The success of this operation will depend on Aruwa’s ability to reach the final target of $40 million. But beyond financing, the company is counting on personalized strategic guidance, rigorous performance monitoring and targeted operational support to guarantee the sustainability and growth of the companies it supports.

Conclusion

Aruwa Capital Management has established itself as a player committed to promoting female entrepreneurship in West Africa. By placing women at the heart of its investment strategy, the company is helping to rebalance access to capital and foster inclusive growth, an essential condition for the continent’s sustainable economic development.and above all, inclusive implementation that takes account of local realities. In a region where every drop of water counts, local irrigation could well become the key to sustainable agricultural development.

Irrigation, a strategic lever against drought

In a Sahelian context marked by climatic variability and recurrent droughts, the Malian government is placing irrigation at the heart of its agricultural strategy. On May 21, 2025, the Council of Ministers announced the necessary mobilization of a budget of 573.4 million dollars (333.3 billion FCFA) to finance the second phase of the National Proximity Irrigation Program (PNIP), scheduled for the period 2025-2034.

This program aims to strengthen the country’s agricultural autonomy while securing food production through better management of water resources. Funding will come from the Malian government, the private agricultural sector, beneficiary communities and international technical and financial partners.

A continuous but unfinished program

Launched in 2012, the initial objective of the PNIP was to develop 126,000 irrigable hectares. To date, however, only 66,031 hectares have been developed, representing just 52.4% of the target. This second phase therefore aims to accelerate the pace and complete the outstanding achievements, with a renewed political will to strengthen the resilience of the agricultural sector.

Planned actions include :

Development of lowlands and village market gardens,

Controlled flooding along major rivers,

The installation of small dams andwater retention structures in wadis, oases, lakes and ponds,

The introduction of flood recession cropping systems, particularly in lake areas.

These actions are part of a local approach, closely linked to the needs of rural populations.

Under-exploited potential nationwide

Mali has 2.2 million hectares of irrigable land, 1.8 million of which are concentrated in the Niger River valley. However, according to FAO data, only 380,000 hectares were equipped for irrigation in 2022, revealing a major development backlog.

This program is also a direct response to the commitments made by Mali at the Dakar+10 Forum, which called on African countries to step up their efforts to guarantee food security and cope with increasing climatic hazards.

Conclusion

With the announcement of this new phase of the PNIP, Mali is reaffirming its determination to modernize its agriculture through irrigation, a crucial lever for strengthening food sovereignty, the self-sufficiency of small-scale producers and climate resilience. However, the success of this ambition depends on the effective mobilization of funding, rigorous governance and, above all, inclusive implementation that takes account of local realities. In a region where every drop of water counts, local irrigation could well become the key to sustainable agricultural development.

A concrete response to the urban housing crisis

Faced with a shortfall of over 836,000 housing units, particularly in urban areas, Côte d’Ivoire is taking a new step in its social housing policy. On May 21, 2025, the government ratified a USD 69 million loan agreement with the West African Development Bank (BOAD) to finance the construction of 5,500 social housing units in several of the country’s communes.

The project is part of the national housing plan, which aims to build 150,000 homes nationwide to meet growing demand while reducing urban deprivation.

A massive employment driver for the construction industry

Over and above the fight against informal housing, this program also represents a major economic opportunity. By mobilizing local SMEs, it is expected to generate between 750,000 and 1.5 million direct and indirect jobs in the building and public works sector, according to Bruno Nabagné Koné, Minister of Urban Planning. This expected dynamism in the building trades could provide a major boost to the Ivorian economy, particularly for young people and low-skilled workers.

This model is reminiscent of the Ouèdo project in Benin, where over 3,500 people a day were employed on a similar site, illustrating the potential of large-scale housing projects forprofessional integration and inclusive growth.

A structuring program for the long term

The BOAD program complements existing initiatives to provide affordable housing for low-income populations. Government spokesman Amadou Coulibaly emphasized that this approach aims to improve access to housing for vulnerable households, in response to rapid urbanization that far exceeds the current capacity of the formal housing supply.

The project also relies on a strengthened public-private partnership, local mobilization of skills, and the establishment of quality standards, all of which are essential to guarantee the program’s sustainability and inclusiveness.

Conclusion

With the support of the BOAD, Côte d’Ivoire is affirming its determination to make social housing a pillar of social and economic development. By combining infrastructure, employment and social inclusion, this program could not only reduce the housing deficit, but also transform the urban landscape and sustainably improve the living conditions of modest populations. However, its success will depend on rigorous management, adherence to deadlines and precise targeting of beneficiaries, all of which are essential if it is to become a model that can be replicated on a regional scale.

Infrastructure crucial to the transformation of northeastern Kenya

The Kenya National Highways Authority (KeNHA) has launched construction work on the El Wak-Modogashe road, a 749-kilometer section of the Isiolo-Mandera corridor, considered to be one of the most important infrastructure projects for Kenya’s development by 2030. The project receives financial support from the World Bank and the African Development Bank (AfDB), as part of the Horn of Africa Gateway Development Project (HoAGDP).

A regional ambition: open up, connect, develop

Located in the north-east of the country, this strategic road aims to open up historically marginalized areas, while strengthening regional connectivity with neighboring countries such as Somalia andEthiopia. The Isiolo-Mandera corridor is also connected to LAPSSET, a regional integration project that includes the port of Lamu.

According to local press reports, preparatory activities are already underway, including site reconnaissance, environmental impact studies, community meetings and logistical mobilization. The El Wak-Modogashe section, once reduced to a dirt track with difficult access, is a priority link in this network.

Massive financing and an integrated vision

The project is financed to the tune of $971 million, including $756.3 million from the World Bank for the modernization of 365 kilometers of main and secondary roads. The AfDB is contributing $215 million. The infrastructure comprises several segments: Isiolo-Kulamawe-Modogashe, Modogashe-Wajir, Wajir-Kutulo-El Wak, and El Wak-Rhamu-Mandera.

In addition to the road component, the project includes technological and customs components: installation of fiber optics, modernization of checkpoints and customs posts, deployment of digital services and road safety awareness programs. These advances should help to improvedigital inclusion andaccess to education, and stimulate local economies, particularly in pastoral sectors.

Operational challenges to overcome

Completion of the project, scheduled for June 2028, still faces a number of risks and uncertainties. Among them: security threats linked to the presence of the Al-Shabaab group in certain areas, extreme climatic conditions such as seasonal flooding, and administrative blockages, which have already delayed certain milestones.

Conclusion

The launch of work on the El Wak-Modogashe road represents a major step forward in Kenya’s ambition to open up its outlying regions, stimulate economic growth and strengthen regional integration. The project embodies a long-term development vision, combining infrastructure, digital connectivity and regional cooperation. Its success, however, will depend on the authorities’ ability to manage security risks, maintain logistical focus and guarantee the sustainability of investments in a historically neglected area.

Towards a structural transformation of the agricultural sector

The Madagascan government aims to modernize its agriculture in depth, in order to improve productivity and strengthen food sovereignty. With this in mind, a cooperation agreement was signed on May 25, 2025 in Tel Aviv between the State Secretariat to the Presidency, in charge of food sovereignty, and LR Group Ltd, an Israeli company specializing in agro-industrial, technological and energy projects.

A 10,000-hectare agropolis to kick-start change

The partnership involves the creation of a 10,000-hectare agropole, spread over four strategic regions: Analamanga, Alaotra-Mangoro, Bongolava and Vakinankaratra. With a budget of 90 million dollars, this project marks a decisive step in Madagascar’s drive to move towards more technological, resilient and sustainable agriculture.

Cutting-edge technology for small farmers

The project focuses onintelligent agriculture: solar pump irrigation, high-yield hybrid seeds, artificial intelligence, satellite imagery, modern storage, farm mechanization and an agronomic research laboratory. The target crops are rice, corn and soybeans, strategic commodities for the country.

The program will directly involve over 10,000 small-scale farmers, who will benefit from training, technical support and improved production conditions. The aim is clear: to increase the country’s food self-sufficiency while integrating farmers at the heart of the value chain.

A strategy focused on resilience and agricultural industrialization

Through this initiative, Madagascar is seeking to respond to several major challenges: food insecurity, import dependency, the effects of climate change, and low agricultural productivity. This model could also inspire other Malagasy regions and stimulate the structuring of local and regional agro-industrial sectors, while attracting new investment in agrifood and green energy.

Conclusion

The agreement signed between Madagascar and LR Group Ltd marks a turning point in the country’s agricultural policy. By drawing on Israeli expertise and cutting-edge technologies, the government is betting on a profound and sustainable transformation of its agriculture. While logistical and social challenges remain – notably the inclusion of farmers and the maintenance of infrastructure – this initiative could well serve as a regional model for a resilient, modern and competitive African agriculture.
