Strengthening cooperation between Rwanda and the Republic of Guinea

Signing of twelve bilateral agreements

Rwanda and the Republic of Guinea have recently taken a major step in strengthening their bilateral relations. The Ministries of Foreign Affairs of the two countries announced the signing of twelve cooperation agreements on October 9 in Kigali, during a session of the Grand Joint Commission for Cooperation between the two nations. These agreements were signed by the Rwandan Minister of Foreign Affairs, Olivier Nduhungirehe, and his Guinean counterpart, Dr. Morissanda Kouyaté.

These MoUs aim to strengthen collaboration in several key sectors, including public administration, export promotion, tourism development, cooperation in special economic zones, as well as migration data management, defense, security, justice, and trade.

A win-win cooperation

The partnership between Rwanda and Guinea is based on a complementary and mutually beneficial approach. Rwandan Minister Olivier Nduhungirehe stressed that Rwanda could benefit from Guinean expertise, particularly in the mining sector, while Guinea could draw on Rwanda’s experience in areas such as innovation and digitalization of public services.

Since President Mamadi Doumbouya came to power in September 2021, Guinea has expressed its desire to follow the Rwandan development model, which has strengthened ties between the two countries. In January 2024, the inauguration of the Rwandan embassy in Conakry marked a turning point in the deepening of this relationship.

Monitoring of signed agreements

In order to ensure the effective implementation of the agreements reached during this first session of the Joint Grand Committee, the two countries have set up a monitoring mechanism. This mechanism aims to ensure that the recommendations made during this meeting are translated into concrete actions, thus sustainably strengthening the cooperation ties between Rwanda and Guinea.

The twelve agreements signed between Rwanda and the Republic of Guinea demonstrate a shared desire to strengthen their bilateral cooperation. Building on their respective strengths, these two nations intend to consolidate their partnership, particularly in the areas of economic development, security and innovation. This rapprochement is part of a promising dynamic for both countries, which will continue to explore new opportunities for collaboration.
