Kigali ends diplomatic relations with Brussels

On Monday March 17, 2025, the Rwandan government announced the official and immediate severance of diplomatic relations with Belgium. This decision, communicated via an official message, marks a major escalation in the already high tensions between the two countries. All Belgian diplomats have been ordered to leave the country within 48 hours.

The reasons given by Kigali

According to the Rwandan government, this break is motivated by Belgium’s ” pitiful attempts to maintain its neo-colonial illusions “. Kigali accuses Belgium of continuing to fuel hostile rhetoric, particularly on the international stage, and of interfering in regional affairs, notably in the Democratic Republic of Congo (DRC), where it is, according to Kigali, biased and manipulative.

Rekindled historical tensions

Rwanda also refers to Belgium’s historical role in the genesis of the ethnic divisions that led to the genocide against the Tutsis in 1994. These accusations come on top of growing frustration with recent European pressure, particularly following the capture of Goma by the M23, supported by Kigali according to some analysts.

Belgium’s reaction: regrets and diplomatic reprisals

In response, Belgium expressed its regret at what it described as a disproportionate decision. Deputy Prime Minister Maxime Prévot asserted that “when we disagree with Rwanda, the latter prefers not to engage in dialogue”. In return, Brussels expelled Rwandan diplomats, summoned the acting chargé d’affaires, and broke off several cooperation agreements.

Geopolitical and economic issues

This crisis is taking place in a particularly tense regional context in Central Africa. It could also weaken relations between Rwanda and the European Union, where Belgium plays an influential role. Despite the diplomatic rupture, economic ties remain strong: in 2022, trade between the two countries amounted to $126 million, according to the ITC.
