Camara, who held power between 2008 and 2009, had been convicted in <strong>July 2024<\/strong> of <strong>crimes against humanity<\/strong>, following the September 28, 2009 massacre at Conakry&#8217;s Grand Stadium. <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Grace for health reasons<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">The decree, issued by presidential spokesman <strong>General Amara Camara<\/strong>, stated that the pardon was granted for <strong>health reasons<\/strong>. This decision took public opinion by surprise, especially as <strong>Moussa Dadis Camara<\/strong> had never before had his medical condition mentioned. <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Background to the conviction<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">Moussa Dadis Camara was <strong>sentenced<\/strong> to <strong>20 years&#8217; imprisonment<\/strong> in <strong>July 2024<\/strong>, for his role in the massacre of September 28, 2009, in which <strong>over 150 people<\/strong> were killed and several hundred injured. On that day, extreme violence took place against opposition demonstrators in and around Conakry&#8217;s stadium. Among the atrocities committed, <strong>109 women<\/strong> were raped.  <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>A heavy judicial past and a return to Guinea after exile<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">After <strong>13 years in exile<\/strong> in <strong>Burkina Faso<\/strong>, Moussa Dadis Camara returned to Guinea in 2022 to attend his trial. The court found him <strong>guilty<\/strong> of crimes including <strong>murder<\/strong>, <strong>sexual violence<\/strong>, <strong>torture<\/strong>, <strong>kidnapping<\/strong> and <strong>sequestration<\/strong>. He has been incarcerated in <strong>Conakry&#8217;s civil prison<\/strong> since his conviction.  <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>A controversial decision and expectations of reparations<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">The pardon comes after a conviction widely hailed by human rights activists, but came as a surprise to many observers. Moreover, although the Guinean authorities have announced that they will <strong>pay compensation to the victims of<\/strong> the massacre, the <strong>400 civil parties<\/strong> are still waiting for concrete reparations. <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion: a decision with uncertain repercussions<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">This presidential pardon raises questions about the judicial process in Guinea, especially as <strong>Moussa Dadis Camara<\/strong> &#8216;s <strong>fragile state of health<\/strong> had only been reported after his conviction.
