The announcement was made by&nbsp;<strong>Sunday Dare<\/strong>&nbsp;, special adviser to President Bola Tinubu, on November 26.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A turning point for Nigerian oil refining<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Nigeria, despite being among the leading producers of crude oil in Africa, has historically&nbsp;<strong>relied on imports of refined products<\/strong>&nbsp;to meet its domestic demand. This situation is expected to change soon with:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Dangote refinery , one of the largest in the world,\u00a0<strong>begins production .<\/strong><\/li>\n\n\n\n<li><strong>The rehabilitation and gradual resumption of public refineries<\/strong>\u00a0, starting with one of the Port Harcourt facilities.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Sunday Dare said:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cThe full privatization of the Port Harcourt, Warri and Kaduna refineries is underway. Refining and production of petroleum products will reach a steady peak with the Dangote Refinery and the Modular Refineries in operation.\u201d<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The objectives of privatization<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The modernization and privatization of refineries aims to:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>End recurring fuel shortages.<\/strong><\/li>\n\n\n\n<li><strong>Reduce dependence on imports<\/strong>\u00a0, which weighs on public finances and depletes foreign currency reserves.<\/li>\n\n\n\n<li>Optimizing\u00a0<strong>local refining to meet national demand<\/strong>\u00a0.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Sunday Dare expressed confidence about the impact of this initiative:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;With the gradual achievement of full local refining capacity, the days of queuing for fuel will come to an end.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A sector in full transformation<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The state-owned refineries concerned, two in Port Harcourt, one in Warri and one in Kaduna, have a&nbsp;<strong>combined capacity of 445,000 barrels per day (bpd)<\/strong>&nbsp;. However, they have been&nbsp;<strong>largely inoperative for more than 40 years<\/strong>&nbsp;, increasing the country&#8217;s dependence on imported petroleum products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2020, these facilities were closed for renovation, with&nbsp;<strong>$1.5 billion<\/strong>&nbsp;in funding from the African Export-Import Bank (Afreximbank). Last Tuesday, the&nbsp;<strong>NNPC<\/strong>&nbsp;(national oil company) resumed operations at one of the Port Harcourt refineries, marking a first step towards increased local production.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Outlook for the Nigerian Oil Sector<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The combined efforts of privatization, refinery modernization, and the ramp-up of the Dangote mega-refinery could redefine Nigeria\u2019s energy landscape, reducing imports and boosting local production.
