Benin: A new social protection strategy validated for 2024-2028

An ambitious strategy to respond to social and economic challenges

At the Council of Ministers on November 20, the Beninese government adopted a new social protection strategy for the period 2024-2028. With a budget of 709 billion FCFA (1.13 billion USD), this initiative aims to build a more resilient society by 2033. It intends to strengthen the capacity of the most vulnerable populations to cope with poverty, economic crises, climate change and natural disasters.

Four priority axes of the strategy

1. Improving income: Supporting populations through mechanisms to increase their purchasing power.
2. Access to social services: Strengthen access to education, health and other essential services for marginalized communities.
3. Adapting to crises: Putting in place measures to anticipate and mitigate the effects of economic, climate and security crises.
4. Coordination of the social protection system: Harmonizing initiatives to maximize their impact.

Persistent challenges despite progress

According to the World Bank, Benin, although having made progress in poverty reduction and human development, continues to face significant challenges. In 2021, the country ranked 30th in Africa and 166th worldwide out of 191 countries according to the Human Development Index (HDI).

• Informal economy dominant: Around 85% of the working population works in this sector.
• High poverty: More than half of the population lives on less than USD 3.20 per day.
• Vulnerability of young people: A majority of the Beninese population is young and particularly exposed to economic risks.

Flagship initiatives to support populations

The government is banking on structural programs to transform the living conditions of the population:

• ARCH Project: Providing health coverage and essential social services to vulnerable populations.
• ACCESS Project: Strengthening infrastructure and social cohesion in the most fragile areas.

Through this strategy, the Beninese State aims to make its populations, especially the most vulnerable, resilient to socio-economic, climatic and security shocks. By relying on an inclusive approach, the country aims to accelerate its sustainable development and improve the well-being of all its citizens.
